On July 1, 2015 The Workforce Innovation and Opportunity Act (WIOA) replaced the Workforce Investment Act (WIA). During the first year of WIOA, those providers that were certified under WIA were provided transitional eligibility.

The Illinois Department of Commerce (DOC), The Partnership’s oversight agency, issued WIOA Policy 15-WIOA-5.3 WIOA Training Provider and Training Program Eligibility which provides guidance to all training providers, Local Workforce Innovation Boards (LWIB) and Local Workforce Innovation Areas (LWIA). This policy was released as an interim policy prior to the final rule being released. Until final policy is issued, The Partnership will follow the State’s interim policy along with the previously authorized local policies for matters pertaining to inclusion on the Eligible Training Provider List (ETPL).

An Eligible Training Provider under the Workforce Innovation and Opportunities Act (WIOA) is authorized to accept eligible adults, dislocated workers and youth into training programs who have been issued a training voucher, or Individual Training Account (ITA).

New Providers

In order for an organization to have their programs reviewed to determine if they may be included on the State of Illinois ETPL, the application documents listed below, including requested attachments must be submitted to The Partnership. Once the documents are received they will be reviewed for general eligibility and if they are initially accessed as meeting the state and local criteria to be listed on the ETPL, Partnership staff will create an entity in the Illinois Workforce Development System (IWDS) and the applicant will be asked to enter the program information on IWDS. If the program is determined eligible by the LWIB, and any additional criteria are met, the program will approved in the system and the program(s) will be listed on the state ETPL.
